Biography
Dr. Ryan Williams brings with him a wealth of international experience. As a former Director of Economic Consulting leading the energy economics practice at Grant Thornton UK, he was instrumental in shaping various facets of the regulated and deregulated energy supply chain. His advisory reach also permeated other regulated sectors, notably water and telecoms, in the UK and Ireland. Before this, he was a Principal at Oxera in London, overseeing a multitude of regulatory initiatives across industries like electricity, gas, telecoms, water, and transport. At Oxera, he notably led the firm's Paris office from 2020 to 2022 and managed critical regulatory appeals with Competition Authorities across Europe, including France, Germany, Belgium, and Finland.
Beyond his corporate endeavours, Ryan has made substantial contributions to academia. As a Professor of Finance at the Université Paris Dauphine-PSL, he delivers lectures at the PhD and Master's levels, focusing on econometric modelling, intricate corporate finance challenges, and valuation. In a prior capacity as a tenured professor at the University of Arizona, he formulated an award-winning course on economic valuation. His numerous top-tier academic publications, international awards, fellowships, and grants underscore his prominence within the academic community. He currently serves as the founding editor of the Journal of Technoeconomics and has previously held the position of managing editor for the InfraGard Journal—an academic publication on infrastructure security established in collaboration with the U.S. Department of Homeland Security and the Federal Bureau of Investigation (FBI). He has been a peer reviewer for over 15 academic journals, including all leading financial economics journals, has been actively involved in more than 20 academic program committees, and has delivered over 40 international research presentations.
Ryan also holds a Non-Executive Director position at OneAZ Credit Union, a regulated financial institution in the United States with a balance sheet of $4 billion. He has chaired the Risk Management committee for nearly five years, emphasizing his proficiency in fostering sound governance strategies at both committee and board levels. He is also a founding trustee of the Society for Technoeconomics, a Scottish-registered charity dedicated to using the frontier of economics, engineering, and energy to improve the quality of life of lower-income global citizens.
